In order to get remote access to your automation system (or, for example camera) from the Internet it is necessary that the device to which you want to access remotely must have a unique name (unique IP address) in the global network.

The problem with the constant change IP on the Internet is that space public addresses in the IPv4 Internet are limited, and the use of fixed address usually costs extra money - as a separate service from a service provider. Therefore, usually, for work in the Internet address allocated by the ISP dynamically just from the pool of available addresses.
